1. Instrumentation is one of the most fundamental engineering departments. It is a good field and has a lot of scope. If you stay in this same field then you can be hired by companies like Honeywell, Thermax etc. in India that work in the field of Process control. If you have courses in process control where you learn PLC programming etc then you can get very good jobs in any manufacturing company.
2. From the point of view of higher studies also it is a good field. If you want to do GRE and study in the US then you can apply to any electrical engineering department. You will be free to choose whichever courses you like.
3. Matlab and Labview are 2 excellent software packages that you must learn in order to land a good job. Even from a higher studies perspective you will need to know these tools for your courses and if you are interested in research.
4. When you say you like programming, do you mean IT style programming or programming that is related to core engineering?
Hope that helped!

Yes you can choose robotics as an elective. Usually it will depend on your college. If they offer robotics as an elective subject in the final year then you can opt for that.
