Foreign Collaboration

Dear Friends,
I am a Plant Biotechnologists having vast experience on Genomics and Proteomics of Host-Pathogen interactions in Plants and Molecular MArker Assisted Slection. I wish to have foreing collaboration with a provision of funding from DBT or DST of India or any other agency abroad.
Can any one help me?

Can you explain me the longform DBT ?
Also I know one agency based in Chennai but it gives you training in Bioinformatics with foreign collaboration such as USA university.
